Episode 18: People Power: Student Uprisings, Labor Strikes, and the Anti-Colonial Social Tempest in Singapore (1954–1956)

From the May 13, 1954 anti-conscription student movement and the victorious camp-ins at Chung Cheng and Chinese High to the rise of the Middle Road trade unions, the April 1955 election, the Hock Lee Bus and Singapore Harbour Board strikes, and the September–November 1956 crackdown on the SCMSSU and Beauty World rally, the mass movements led by the CPM and the Left shook British colonial rule in Singapore to its foundations.

Chapter 1: The May 13 Anti-Conscription Student Movement: The Chung Cheng and Chinese High Camp-Ins

On March 17, 1954, the British colonial government in Singapore promulgated the National Service Ordinance, requiring male youths aged 18 to 20 to register for military conscription between April 5 and May 12, 1954, under threat of imprisonment or heavy fines. While colonial forces waged war on the mainland and systematically discriminated against Chinese-medium education, Chinese middle school students refused to be conscripted as cannon fodder to defend British colonial rule.

The CPM Singapore Student Committee working group immediately convened an emergency meeting and issued an Anti-British League appeal rallying students under the slogans 'Students Want to Study, Not Serve as Soldiers' and 'Better Prison Than Conscription.' Coordinating across four major boys' schools (Chinese High, Chung Cheng, Yuying, and Catholic High) and four major girls' schools (Nanyang Girls', Chung Hwa Girls', Nan Chiau Girls', and Nan Hua Girls'), student activists formed a Seven-Member Action Committee. By the May 12 deadline, the overwhelming majority of eligible Chinese middle school students had boycotted registration.

On the morning of May 13, 1954, approximately one thousand male and female Chinese middle school students gathered peacefully near Fort Canning, Penang Road, and Orchard Road to submit a deferment petition at Government House. Armed riot police wearing helmets and carrying wicker shields, batons, and heavy ropes charged the unarmed students, leaving 26 injured and 48 arrested (including seven female students). Thousands of supporting students, directed on site by Student Committee cadre Cham Chong Khiam, regrouped inside Chung Cheng High School.

On May 18, a 55-member All-Singapore Chinese Middle School Students' Delegation issued the May 13 Manifesto. On May 24, 3,500 students assembled at Chung Cheng High School to present four formal demands. On June 2, over 1,000 students began a historic camp-in at the Chinese High School Great Hall, sustained by food and donations from workers and parents across Singapore, escalating to a 48-hour hunger strike on June 15. On June 17, after five hours of negotiations with the Chinese Chamber of Commerce and school management representatives, the Defence Secretary conceded deferment for all Senior Middle 1–3 students. The students dispersed victoriously on June 24, laying the foundation for the Singapore Chinese Middle School Students' Union (SCMSSU), formally registered in October 1955.

Chapter 2: Transition to Open Legal Struggle: The Middle Road Union Surge and the 1955 Legislative Assembly Election

Between September and December 1954, anticipating the implementation of the Rendel Constitution, the Anti-British League acted on Party directives to transition from clandestine work to open legal struggle. Seasoned cadres entered registered trade unions, alumni associations, rural organizations, and cultural societies. Based at Middle Road, 21-year-old Lim Chin Siong assumed office as Secretary-General of the Singapore Factory and Shop Workers' Union (SFSWU), while Fong Swee Suan led the Singapore Bus Workers' Union (SBWU), working alongside C. V. Devan Nair, Sandrasegaran Woodhull, James Puthucheary, and Chen Mong Hock.

Within a single year, SFSWU membership surged from a few hundred to over 30,000 workers across more than a hundred factory branches. Confronting the common enemy of British colonial rule and the Emergency Regulations, the left-wing labor and student movements needed a legal constitutional platform, while English-educated professionals led by Lee Kuan Yew, Toh Chin Chye, and Goh Keng Swee lacked a mass base. Entering into an anti-colonial united front, the two forces jointly founded the People's Action Party (PAP) at Victoria Memorial Hall on November 21, 1954.

Parallel to the surge in labor militancy and party organization, Singapore's Chinese middle school student movement, tempered by the May 13 anti-National Service resistance, swiftly advanced toward inter-regional and inter-school solidarity. On January 29-30, 1955, the Pan-Malayan Students' Federation (PMSF) convened its Second Annual Delegates Conference in Kuala Lumpur. Soon Loh Boon, a key youth leader actively organizing the Singapore Chinese Middle School Students' Union (SCMSSU), led a delegation to the conference and presented a banner to PMSF President Aw Chee Dhan, cementing a historic anti-colonial alliance between Chinese-stream secondary students and English-stream university students from the University of Malaya. This disciplined and highly organized student vanguard would shortly serve as the tireless core mobilizing door-to-door alongside left-wing unions in the April 1955 legislative campaign.

On April 2, 1955, Singapore held its first Legislative Assembly election under the Rendel Constitution's system of limited self-government for 25 elected seats. Powered by grassroots door-to-door mobilization from Middle Road left-wing unions and Chinese middle school students under the anti-colonial united front, the PAP won three of the four seats it contested (22-year-old Lim Chin Siong in Bukit Timah, Lee Kuan Yew in Tanjong Pagar, and Goh Chew Chua in Punggol-Tampines, alongside left-backed independent Ahmad Ibrahim in Sembawang).

That evening, the Labour Front won 10 of the 25 seats, and its leader David Marshall was appointed Singapore's first Chief Minister. From the victory platform, Lim Chin Siong, Ahmad Ibrahim, Toh Chin Chye, Lee Kuan Yew, and Devan Nair raised their fists alongside cheering crowds of workers and students, proving that the organized Left was the true mass foundation of the anti-colonial united front.

Chapter 3: The 1955 Labor Upsurge: The Hock Lee Bus Strike and the Singapore Harbour Board Strike

In the spring of 1955, Singapore experienced a historic wave of labor militancy, spearheaded by the Hock Lee Bus Strike and the Singapore Harbour Board Strike. In February 1955, workers at the Hock Lee Amalgamated Bus Company joined the Singapore Bus Workers' Union (SBWU) led by Fong Swee Suan. Seeking to break the union, management formed a rival company union and dismissed 229 SBWU members between April 22 and April 24. In response, workers established a peaceful sit-down picket outside the Alexandra depot.

Colonial police intervened with escalating force: on May 11, baton charges and water hoses injured 15 workers; on May 12 ('Black Thursday'), police deployed water cannons, tear gas, and live ammunition to escort strikebreakers through picket lines. The ensuing clashes left 4 dead and 31 injured: 16-year-old Chinese middle school student Chong Lon Chong (shot dead), volunteer police constable Andrew Teo Bock Lan, Detective Corporal Yuen Yau Pang, and United Press correspondent Gene D. Symonds.

Although Chief Minister David Marshall ordered the temporary closure of Chinese High School and Chung Cheng High School (Main and Branch) on May 13, island-wide sympathy strikes by allied trade unions and sustained support from Chinese middle school students forced the government and management to sign a settlement on May 14, 1955. The agreement mandated the reinstatement of all dismissed employees and formal recognition of the SBWU, marking a landmark victory for Singapore's labor movement.

Simultaneously, from April 30 to July 7, 1955, the Singapore Harbour Board Staff Association (SHBSA), led by University of Malaya graduate Jamit Singh, waged a 67-day strike involving 1,300 port clerks and staff, supported daily by 500 Chinese middle school students. After nearly 100 hours of negotiations with the Marshall government, the union secured a comprehensive 15-point settlement, demonstrating cross-linguistic solidarity between English-educated staff and Chinese-educated workers and students.

Chapter 4: The London Constitutional Stalemate and 'September in Blood': The 1956 Student Uprising and Beauty World Arrests

On April 15, 1956, Singapore's all-party delegation departed Paya Lebar Airport for London to attend the First Constitutional Conference. At this stage, the left-wing and moderate factions within the PAP maintained a cooperative united-front relationship, with Lim Chin Siong and Lee Kuan Yew attending the London negotiations together as PAP representatives. The talks collapsed in May 1956 because the British Colonial Office refused to transfer control over internal security to an elected Singapore government. Following Chief Minister David Marshall's resignation in June 1956, right-wing Labour Front politician Lim Yew Hock assumed office as Chief Minister.

Determined to prove his anti-communist credentials to Whitehall, Lim Yew Hock collaborated with British Governor Sir Robert Black to launch a sweeping crackdown against the Left. On September 18, 1956, the government banned the Singapore Women's Federation, the Chinese Brass Gong Musical Society, and the Chinese School Parents' Association, arresting and banishing several feminist, labor, and teacher leaders. On September 24, 1956, authorities outlawed the 16,000-member Singapore Chinese Middle School Students' Union (SCMSSU), arrested its president Soon Loh Boon, and ordered the expulsion of 142 students and teachers.

Confronted with the existential crisis of the SCMSSU's dissolution and the expulsion of over a hundred educators and pupils, student leaders initially pursued peaceful constitutional dialogue with unwavering resolve. A delegation comprising key student leaders—including Chua Sek Koon, Goh Yew Fatt, Ong Hock Koon, Lim Chin Joo (Chinese High School student leader and younger brother of Lim Chin Siong), Tan Chai Thong, and Lee Wee Chen—proceeded directly to City Hall for a tense, face-to-face confrontation with Chief Minister Lim Yew Hock and Minister for Education Chew Swee Kee. While Lim Yew Hock arrogantly brandished his pipe and stonewalled their appeals, the student representatives fearlessly demanded the rescission of the banning order and the reinstatement of their expelled peers. When the colonial proxy regime slammed the door on all lawful redress, constitutional avenues of petition were entirely shut down.

With all lawful avenues of redress forcibly foreclosed by the authorities, Singapore's Chinese middle school students were compelled to launch collective school-protection actions. From October 10, 1956, between four and five thousand students converged on The Chinese High School and Chung Cheng High School for an open-ended sit-in strike, hoisting massive hand-painted banners declaring 'Chinese Education Shall Not Be Curbed—Democratic Power,' 'Smash the Government's Political Conspiracy Through Strike Action,' and 'Oppose Unlawful Arrest of Student Delegates Under the Public Security Preservation Ordinance.' On the night of October 24, Lim Yew Hock issued an ultimatum ordering parents to remove their children before 8:00 PM the following evening, threatening violent armed clearing.

On the night of October 25, 1956, thousands rallied at Beauty World in Bukit Timah, where Lim Chin Siong demanded an end to colonial repression while urging supporters to maintain discipline and pursue constitutional struggle. At dawn on October 26 (with sweeps continuing through October 27), colonial police and Gurkha troops stormed Chinese High and Chung Cheng High with batons, water cannons, and tear gas while arresting Lim Chin Siong, Fong Swee Suan, C. V. Devan Nair, Sandrasegaran Woodhull, and James Puthucheary under the Preservation of Public Security Ordinance (PPSO), detaining them without trial for nearly three years. The crackdown sparked island-wide unrest lasting until November 2, leaving 13 dead, over 120 injured, and more than 1,000 arrested.
